Alliance & Leicester has joined the UK’s universal bank, which will help tackle social exclusion by providing accounts for poor people (EP9, 2001). The Post Office, which will co-ordinate the scheme, is now talking to utilities companies about how they can help with costs and allow account holders to pay bills by direct debit.
