A guide for mining companies operating near indigenous people’s land has been produced by the International Council on Mining and Metals (ICMM) industry organization.

Building on the ICMM’s 2008 policy statement, the 132-page guide outlines best practice in areas ranging from making local agreements to grievance management.

The guide places special emphasis on ‘laying the groundwork’. It outlines the importance of understanding the legal context early on, advises on the first stages of relationship-building, and states what is required for initial engagement.

After these and other steps to ascertain land ownership, the guide recommends companies to ‘consult with representatives of government agencies, international organizations and NGOs, and local or international researchers that are working, or have worked in the area’.

It recommends mechanisms for impact management, including advice on preparing for mine closures, and advises companies on how to deal with particularly vulnerable sections of communities such as women and young people.

‘This publication is a milestone rather than an end point,’ said Anthony Hodge, the ICMM president. ‘It will form part of ICMM’s ongoing engagement on these issues and will be reviewed in light of practical experience.’
