Authorities in Shenzhen are considering the introduction of a CSR standard for local companies, after concluding that business practices in the southern Chinese city are in urgent need of improvement.

According to an internal document from the Shenzhen Municipal Bureau of Labour and Social Security, the voluntary standard would involve third parties certifying companies that meet a limited range of social and environmental criteria, but would not set higher standards than those required by national law.

However, companies that failed to meet the standard would not be eligible to tender for government contracts or receive public money, which in China is a significant incentive for certification.

The report says that most CSR problems in Shenzhen relate to bad labour relations – many companies still force employees to work overtime and allow less than one day off per week.

Officials intend to draw up the certification scheme this year.

Some companies in Shenzhen already have a national profile as responsible businesses, among them Huawe (telecoms), Pingan (insurance) and Vanke (property).
