Japan's environment ministry is to fund projects proposed by community
groups to reduce carbon dioxide emissions. The ministry insists it must
be possible to calculate the reduction and says the projects have to
involve energy efficiency or alternative energy sources.
Every project will receive a subsidy up to ¥10million ($91,000, £50,000) and the results will be assessed by the ministry and the Japan Centre for Climate Change Actions.
The ministry will compile a manual of successful projects in the hope of encouraging others to follow suit. One of the conditions for acceptance is that the project can be applied to other communities.
