The Philippines government has named 43 companies it claims have persistently failed to observe environmental standards. Six of the companies have been charged with pollution by the adjudication board of the environment and natural resources ministry and 16 are awaiting the board's decision on whether they should pay penalties.
The offending companies had failed in one of two ways. Some had not met the effluent standards for biological oxygen demands, meaning that the quantity of dissolved oxygen needed by the bacteria to stabilize organic matter in waste or surface water was insufficient. Others had failed the standard for total suspended solids, which are particles in water that cannot pass through a filter.
